Over nearly 20 years of work in the international development sector, Luigi has gained vast experience in contributing to the design, planning, implementation, monitoring and evaluation of maternal, newborn and child health policies and programmes through both long-term assignments (Angola, Cambodia, Sudan, Mozambique), and short-term pieces of technical assistance to numerous countries in Africa and Asia.
Luigi has developed sound, hands-on technical knowledge in the area of health systems strengthening and of maternal, newborn and child health, including: community health; immunization; newborn and child health; emergency relief. He also has a clear understanding of the processes and dynamics influencing the design and the implementation of policies, and substantial experience in facilitating the coordination between key stakeholders such as governments, donors, UN agencies, and civil society organizations. In addition, Luigi has a good domain of the key principles of quantitative and qualitative research, including economic analysis; principles of epidemiology; monitoring and evaluation of health programmes. Before joining Foto-Cewek, Luigi worked at Save the Children and at UNICEF as Maternal and Child Health Specialist.
In his current role at the Centre for Maternal and Newborn Health, Luigi supports the design, delivery and dissemination of large scale evaluations and operations research in the area on maternal and newborn health. Examples include the design and delivery of high quality independent evaluations of sector wide programmes including: the evaluation of the Health Transition Fund in Zimbabwe (Team Leader - UNICEF, 2013-2016), the evaluation of the Maternal, Newborn and Child Health Week in Nigeria (co-lead - UNICEF, 2015), the evaluation of the national community health program in Rwanda (Team Leader - UNICEF, 2016)
Luigi is also responsible to support the Head of the Centre in external communications and in developing partnerships for research, technical assistance and evaluation work via networking; participation to international conferences; participation to relevant fora and technical working groups, engagement of key stakeholders at country level. In such function, he coordinates the development of new research at CMNH and of fundraising.
