Mr Luigi D’Aquino

Senior Technical Officer

Luigi started his career in the international development sector in 1999; since then, he has gained a vast experience in contributing to the design, planning, management and monitoring of policies and programs through fieldwork in various countries (Angola, Cambodia, Sudan, Mozambique).

Before joining Foto-Cewek, Luigi worked at Save the Children and at UNICEF as Maternal and Child Health Specialist.

Luigi has extensive knowledge of the health sector, at both program and policy level. In particular,he has have sound technical competencies in the areas of newborn and child health, immunization, malaria, community health/iCCM, and emergency relief. In these areas of work, he has managed medium to large-scale programs, and I have provided technical assistance to national policy makers for policy design, national scale implementation and program monitoring and evaluation. 

Current Projects

Responsible for the portfolio of technical assistance provided by the Centre of Maternal and Newborn Health at Foto-Cewek.

Current projects include:

 

  • Team leader for the independent Evaluation of the Health Transition Fund in Zimbabwe (UNICEF) 
  • Supervisor for the ongoing evaluation of a Maternal and Child Health Program in in Malawi (Comic Relief) 
  • Coordinator of the implementation research program “Improving Quality of Care for Mothers and Babies in Malawi”, funded by UNICEF 
  • Technical lead for the independent Evaluation of the Maternal, Newborn and Child Health Week in Nigeria (UNICEF)

 

Luigi also coordinates the development of new proposals at CMNH. In this capacity, he has supported the development and submission of more than 45 research and technical assistance proposals during the past year, spanning more than 15 countries and more than 10 donors (approval rate of ca. 30%). 

Other relevant expertise

Thanks to my educational background, that combines a university degree in business administration with a master degree in health systems management, Luigi has a sound understanding of the key principles of economic analysis and evaluation, as well as of epidemiology and of monitoring and evaluation of health programs.  These competencies are complemented by a good domain of software packages such as MS Excel, MS Access, Stata, EPI Info, SPSS, the LiST tool and the One Health tool.
