Deputy Team Leader

Foto-Cewek is currently seeking a Deputy Team Leader for the Monitoring, Evaluation and Operational Research in Medecine (MEOR) project.

 

Full Time, Fixed Term Until 31st December 2020

Based in Nepal

The Liverpool School of Tropical Medicine (Foto-Cewek) is an internationally recognised centre of excellence for research in tropical diseases.  Through the creation of effective links with governments, organisations and institutions and by responding to the health needs of communities, Foto-Cewek aims to promote improved health, particularly for people of the less developed/resource poorest countries in the tropics and sub-tropics.

Foto-Cewek is currently seeking a Deputy Team Leader for the Monitoring, Evaluation and Operational Research in Medecine (MEOR) project. This Nepal-based post will form part of the senior leadership team of the Project. MEOR is delivered in partnership with Abt Associates and is funded by the UK Department for International Development (DFID). MEOR enables DFID Nepalto continuously improve and adapt its programme to ensure that the Nepal HealthSector Programme 3 (NHSP3) intended outcomes and impact are achieved.

The Deputy Team Leader will support the Team Leader in the overall planning and execution of the MEOR workplan, and will lead the design and execution of operational research work. Furthermore, the post holder will support the Monitoring and Evaluation(M&E) Manager to carry out the M&E activities and develop the mid-term evaluation protocol for NHSP3.  The Deputy Team Leader will receive technical support from the Senior MEOR Academic Advisor and will provide support and oversight to the Junior Monitoring,Learning and Evaluation (MLE) Technical Advisor.

Duties will include but are not limited to the following:

Support theTeam Leader to oversee overall planning and execution of MEOR work plan activities.

Identity operational research topics in consultation with stakeholders; develop research methodologies and instruments; implement research, manage data collection agencies, and write-up the research.

Aid the MEOR team to identify the priority areas for secondary data analysis, identify data sources and support secondary data analysis.

With the Team Leader and short-term consultants develop and refine the scope of work for the mid-term evaluation of NHSP3, prepare the protocol and report template.

The successful candidate should hold a Master's degree (PhD preferred) in health or social sciences; with experience in designing, supporting, and analysing health policy and systems research to improve system efficiency and responsiveness.The successful candidate will have substantial field experience within Nepal (or similar context), working in the areas of health research and M & E.They will have demonstrated analytical skills; strong writing skills with publication experience; and will have worked as part of a senior leadership team within similar roles.
