She will deliver a lively and interactive presentation drawing on her extensive international health consultancy experience.
With the continuing momentum for Universal Health Coverage, she will share her thoughts on why primary care is not the go-to option for development funding.
Monica Burns is an experienced international health development consultant, specialising in health policy and planning and social health insurance, with an interest in healthdevelopment as a social protection mechanism. She is also an Honorary Fellow of the Royal College of General Practitioners UK, an award rarely given to non-doctors, for her work on primary care development globally. She was recruited into the UN in 1991 and since 1995 has been working as a freelance consultant for many international and bilateral organisations including WHO, ILO, UNFPA, Asian Development Bank, AfricanDevelopment Bank, European Commission, DfID, Danida, GIZ, Ireland Aid, and Swedish Sida. Her development activities have been undertaken in a diverse range of countries at different stages of development and at various stages of civil unrest. Monica’s focus is on encouraging the most efficient and effective targeting of limited, sometimes negligible resources to ensure the best available health services for the largest numbers of people. At both policy level and practice level, professionlised comprehensive primary care is key to achieving this, especially in poor countries and countries in transition.
